May/June/July:
Relays will be formed based on division and if there are multiple relays in a certain division, then coaches will try to create evenly matched relays as much as possible.
 

July/August:
Relays will be formed to create the most competitive relay with most likely chance to qualify for Provincials or to medal at Regionals or Provincials.
